In 2004, Hazel Erby became the first African American woman elected to the St. Louis County Council, where she represented the first district. In 2009, she served as the first African American woman to chair the county council. During her 16 years on the council, Hazel was responsible for introducing legislation to improve the quality of life in St. Louis County, the mortgage foreclosure intervention code in October 2012, and the amendments to the purchasing code to increase minority inclusion in June 2012. The purchasing code included MBE/WBE participants in the awarding of St. Louis County contracts. She also worked tirelessly to provide reliefe services to the residents in the Ferguson area.
